Chen Guofu, graduating from the Inorganic Chemical Engineering major in East China University of Science and Technology, is a senior engineer.

He has successfully served as secretary of the former minister of Ministry of Chemical Industry of The People's Republic of China,  deputy secretary of China National Chemical Engineering CO., LTD., vice governor of Haixi Mongolian and Tibetan Autonomous Prefecture, Qinghai Province and vice general manager of Sinopec Material and Equipment Company.

Chen Guofu is currently the honorary president and the vice president&secretary general of Potassium and Potash Fertilizer Industry Branch of China Inorganic Salts Industry Association.
