Gu Zongqin, chairman of China Nitrogen Fertilizer Industry Association, former president of China National Petroleum & Chemical Planning Institute, senior engineer, master of planning and design in the chemical industry.Besides, special government allowances from the State Council are granted for him.

He has been employed multiple times by government departments, financial institutions, and enterprise experts such as the National Development and Reform Commission, Energy Administration, Ministry of Industry and Information Technology, Ministry of Science and Technology, Ministry of Ecology and Environment, and State owned Assets Supervision and Administration Commission.

He engages in long-term planning on the national chemical industry, major projects, and preliminary work. For example, he participated in the preparation of  "Eighth Five Year Plan" to "Fourteenth Five Year Plan" for the development of national petrochemical and chemical industries, as well as the formulation of multiple national petrochemical and chemical industry policies and strategic research projects which he was responsible for, and led the evaluation and demonstration of nearly a thousand national, local, and enterprise engineering projects.
