Bai Xuesong, Professor-Level Senior Engineer, Party Committee Member and Assistant to the President of the China National Chemical Industry Planning Institute. Mr. Bai is mainly engaged in national planning research and technical consulting for petrochemical industry; expertized in the petrochemical and new materials sectors, particularly in areas led by refining and ethylene production, as well as in modern coal chemical industry and downstream deep processing field. 

Mr. Bai has been involved in the formulation of national petroleum and chemical industry development plans from the 9th Five-Year Plan to the 14th Five-Year Plan; participated in planning for key chemical sectors, major petrochemical industrial bases, and large chemical enterprises, conducting feasibility studies for projects, evaluating major national construction projects, and performing policy research on specific issues within the petrochemical industry. 

Mr. Bai currently plays a key role in the research for the 15th Five-Year Plan concerning petrochemical industry planning and its high-quality development, as well as in the study of innovation-driven development of modern coal chemical industrial distribution; leads the implementation team for the “Petrochemical Industrial Distribution Plan” and directs the evaluation of key projects.
