积极完善塑料废弃物管理引领塑料产业可持续发展 ——《关于扎实推进塑料污染治理工作的通知》解读之一

前言：

国家发展与改革委员会（以下简称“发改委”）于年初发布了《关于进一步加强塑料污染治理的意见》（以下简称“意见”），又于今日发布了《关于扎实推进塑料污染治理工作的通知》（以下简称《通知》），详细阐述了2020年落实《意见》的实施要求。虽然该文件主要是针对2020年的阶段性目标，涉及到部分禁限品类，并保留了“动态调整”的口子，但其释放出的信号，必将对整个塑料产业产生深远影响。

At the beginning of this year, NDRC released the Opinions on Further Strengthening the Control of Plastic Pollution (hereinafter referred to as the opinions), and today released the Notice (hereinafter referred to as the Notice), which focused on the implementation requirements of the opinions in 2020. Although the document is mainly aimed at the phased goal of 2020, involving some prohibited and restricted categories, and giving the information of "dynamic adjustment", it will have a profound impact on the whole plastic industry.

完善塑料废物管理势在必行

石化行业必须认真对待

《意见》发布不久，疫情爆发，在这样的特殊情况下，《通知》的出台显示了中国切实推进塑料废弃物管理相关工作的坚定决心。《通知》的实施将通过发改委、生态环境部、工业和信息化部、住房城乡建设部、农业农村部、商务部、市场监督总局、供销合作总社、文化和旅游部等多部委联动效应形成合力，协同从原材料生产到应用消费的塑料产业链的各个环节，在政策、模式、管理、执法等方面提供多元化指导。石化行业作为塑料产业链的关键一环，必须认真对待，积极参与其中。

Soon after the "opinions" was released, Covid-19 broke out. Under such special circumstances, the release of the Notice shows China's firm determination to promote the related work of plastic waste management. The implementation of the Notice will form a joint force through the collaborative cooperation of NDRC, MEE, MIIT, MOHURD, the MORA, MOFCOM, the General Administration of Market Supervision, the Chinacoop and Marketing Cooperatives, the MCT, and other ministries and commissions to coordinate and provide diversified guidance covering all aspects of the plastic industrial chain, from raw material production to application and consumption while in terms of policy, mode, management and law enforcement. Petrochemical industry, as a key link in the plastic industry chain, must take it seriously and actively involved.

《通知》聚焦于2020年阶段性目标，是《意见》落实迈出的第一步，意义重大，特别是借鉴国际经验并结合中国国情，明确了2020年底禁限品类的细化标准，体现了《意见》要遵循的易行先行的可操作原则。《意见》明确各项措施自2020年逐步推行，表明到2022年，一次性塑料制品消费量明显减少，塑料废弃物资源化能源化利用比例大幅提升；在塑料污染问题突出领域和电商、快递、外卖等新兴领域，形成一批可复制、可推广的塑料减量和绿色物流模式。到2025年，塑料制品生产、流通、消费和回收处置等环节的管理制度基本建立，多元共治体系基本形成，替代产品开发应用水平进一步提升，重点城市塑料垃圾填埋量大幅降低，塑料污染得到有效控制。届时会有更多的政策出台。

In particular, drawing lessons from international experience and combining with China's national conditions, the Notice has made clear the detailed standards for prohibited and restricted categories at the end of 2020, which reflects the principle of easy prohibiting and restricting, first prohibiting and restricting. According to the opinions, various measures will be gradually implemented since 2020, indicating that by 2022, the consumption of SUP products will be significantly reduced, and the proportion of plastic waste recycling and energy utilization will be greatly increased; in the areas with prominent plastic pollution problems and emerging fields such as e-commerce, express delivery and takeout, a number of replicable and promotable plastic reduction and green logistics will be formed pattern. By 2025, the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, the multi governance system will be basically formed, the development and application level of alternative products will be further improved, the landfill amount of plastic waste in key cities will be greatly reduced, and the plastic pollution will be effectively controlled. There will be more policies to be released in the future.

《意见》中除了禁止、限制等字眼外，可循环、易回收、可降解这些词语也给塑料行业未来的发展提出了要求和方向。《通知》的实施将会对一些塑料品种的市场产生一定的负面影响，但《通知》的实施也让我们看到国家正在按照时间表和路线图认真推进塑料污染治理工作，政策信号愈加明确，新的市场趋势也逐渐清晰，因此行业要积极筹备以把握住政策要求向市场需求转化的机遇，适应新的常态。

In addition to the concepts of prohibition and restriction in the opinions, recyclable, easy to recycle and degradable also put forward requirements and directions for the future development of the plastic industry. The implementation of the Notice will have a certain negative impact on certain plastics. However, the implementation of the Notice also shows us that the country is seriously promoting the plastic pollution control work according to the schedule and road map. The policy signal is more and more clear, and the new market trend is also gradually clear. Therefore, the industry should actively prepare to grasp the opportunity for the transformation of policy requirements to market demand and adapt to the new normal.

（一）《通知》的实施有利于塑料废弃物科学的资源化利用

治理塑料污染，完善塑料废物管理，要兼顾资源利用最大化和环境影响最小化。而塑料的应用场景非常复杂，不同种类塑料废弃物的回收价值也大相径庭。要根据塑料废弃物全生命周期成本算总账，全面分析和整合绿色产品、物理回收、化学回收和能源回收（焚烧）等各种解决方案，实现经济效益、环境效益和社会效益的最佳平衡。

In order to control the pollution of plastics and improve the management of plastic waste, it is necessary to maximize the utilization of resources and minimize the environmental impact. The applications of plastics are very complex and the recycling values of different kinds of plastic wastes are also different. It is necessary to calculate the general influence according to the life cycle of plastic waste, comprehensively analyze and integrate various solutions such as green products, mechanical recycling, chemical recycling and energy recovery (incineration), so as to achieve the best balance of economic, environmental and social benefits.

针对传统物理回收框架下的高品质、易分类、轻污染的塑料废弃物再利用，石化联合会携手中国物资再生协会，成立绿色再生塑料供应链联合工作组，集合了上下游数十家国内外重点企业，覆盖塑料原料生产、塑料产品加工使用、塑料废弃物回收和再利用等各环节，打造产业链共同认可的标准体系，建立再生塑料产品绿色供应链，促进再生塑料的安全使用。

Aiming at the recycling of high-quality, easy to classify and lightly polluted plastic waste under the traditional physical recycling framework, CPCIF and China National Resource Recycling Association have established a Green Recycled Plastics Supply Chain Joint Working Group, which has gathered dozens of domestic and foreign key enterprises in the upstream and downstream, covering the plastic raw materials producer, manufacture and plastic waste recycler and user to establish a standard system recognized by the industry chain, establish a green supply chain of recycled plastic products, and promote the safe and secure use of recycled plastics.

针对低质、混合、高污染塑料废物的化学回收解决方案，其核心是通过化学反应，使塑料废物转化成石化原料（产品）。在经济可行和技术可行的前提下，化学回收法将成为处理混合废塑料，提高废旧塑料高质化利用比例的有力抓手。石化联合会利用其会员覆盖全球主流国际化工巨头和国内领先企业的优势，组织了数十家主要企业成立了专门的化学循环课题组，以理清化学循环的可落地性、经济性等关键问题，探讨化学循环作为中国塑料废弃物管理问题解决方案之一的可行性。

The core of the chemical recycling solution for low-quality, mixed and highly polluted plastic waste is to convert plastic waste into petrochemical raw materials (products) through chemical reaction. On the premise of economic feasibility and technical feasibility, chemical recycling will become a powerful solution to mixed waste plastics and improve the proportion of high-quality utilization of plastic waste. Taking advantages of its membership covering the world's mainstream international chemical giants and domestic leading enterprises, CPCIF has organized dozens of major enterprises to set up a Chemical Recycling Task Force to clarify the key issues such as the feasibility and economy of chemical recycling, and to explore the feasibility of chemical recycling as one of the solutions to China's plastic waste management problems.

(二) 《通知》的实施有助于可降解塑料的应用探索

The implementation of the notice is helpful to the application of degradable plastics

可降解塑料作为替代方案之一，具有成为新兴行业的潜力，发展势头迅猛，国内可降解塑料的扩产投资热烈，预计到今年底，PBAT、PLA、PPC、PCL等可降解塑料的国内产能将达到40万吨。

As one of the alternatives, degradable plastics have the potential to become an emerging industry with rapid development momentum. Domestic investment in degradable plastics is expanding. The capacity of PBAT, PLA, PPC, PCL and other kinds of degradable plastics is estimated to reach 400000 ton in China.

投资兴起的同时，我们也发现国内关于可降解塑料尚有一系列问题亟待明确，如可降解塑料的标准、定义、测试方法、降解性能及环境影响、处置方法等。为了保证可降解塑料产业的健康有序发展，石化联合会组织企业成立了可降解塑料课题组，以期理清概念、建立标准，引导行业理性发展。

At the same time, we also found that there are still a series of problems about degradable plastics in China, such as the standards, definitions, testing methods, degradability, environmental impact and disposal methods of degradable plastics. In order to ensure the healthy and orderly development of the degradable plastics industry, the petrochemical Federation organized enterprises to set up a research group on degradable plastics in order to clarify the concept, establish standards and guide the rational development of the industry.

（三）《通知》的实施有助于推动解决塑料废弃物管理问题的国际合作的开展

《通知》的发布显示了中国成为全球塑料污染治理实践先行者的勇气和科学态度，将有助于推动我们与真正致力于解决塑料废弃物管理问题的国际伙伴的合作。

终止塑料废弃物联盟（Alliance to End Plastic Waste）是由47家企业组成的全球非营利性组织，旨在通过项目和伙伴关系，专注于四个核心领域的解决方案：基础设施、创新、教育和清理环境中的塑料废弃物，联盟业已与世界各地的政府、环境和经济发展非政府组织和社区结成伙伴关系，以应对在环境中的塑料废弃物挑战。石化联合会希望通过与联盟的战略伙伴关系，引进国际先进管理经验、技术和资源，为减少和清除我国环境中的塑料废弃物做出贡献，同时也将我国应对塑料污染的坚定决心、切实摸索和最佳实践经验传递给国际社会，讲好中国塑料产业可持续发展、塑料污染治理的故事。（中国石油和化学工业联合会）
